Minutes of the Four Monthly meeting held by the Chief PMG with All India Gramin Dak Sevaks Union in the Conference Hall of the O/o the Chief Postmaster General on 23rd Nov’16

Pending Subjects:
Subject No. 1 (01/08/16):

     Unjust recovery of TRCA from GDS Officials in Cuddalore, Vriddhachalam, Pudukottai  and Thanjavur Divisions.
Reply:
     Audit paras will be examined and decision will be taken by PMG, Central Region.
Subject No. 2 (02/08/16):

     Filling up of unfilled vacancies of Postman in Chennai City Region among the Circle level merit list.
Reply:
          Present system is as per Directorate instructions and it will continue.

New Subjects:
Subject No. 1:

     Request to stop operation of revised SB order issued and cause to stop unjust reduction of TRCA  for GDS  BPMs  in TamilNadu Circle:

     Recently one revised SB order has been issued and implemented in all divisions of our Circle.

     This revised order has laid down a bar to accept bulk RD deposit in branch offices by GDS BPMs.

     Further  GDS  BPMs  are not permitted  to accept cash transactions of  SB/RD  exceeding  rupees 25,000/- (Twenty  Five Thousand) and, instead  they have to received  only  cheques  on  such occasions.  The bulk RD deposits relating to BO accounts have been diverted to Sub offices as there is no software provisions in Branch offices.

     When the GDS BPMs are harassed to open more number of RD accounts by fixing targets, it si quit and unscientific in debarring them to accept RD bulk deposits in branch offices.  Due to hasty implementation of this revised SB order issued recently, there happens to be drastic fall in the workload of all GDS BPMs in the Circle. By making use of this unfortunate downfall in workload situation, the divisional heads are taking up the review of TRCA for the BPMs and reducing the TRCA of the BPMs in a mass scale without application of mind and mercy.  As result of such reduction in TRCA, the GDS BPMs are hard hit below their belt level.

     It is therefore requested to kindly stop  or  defer the implementation  of the said revised SB  order till such time an alternate decision is arrived in a bilateral discussion with this Circle Union and  status  quo  be ordered  in the TRCA of the affected GDS BPMs  immediately.
Reply:
     After implementation of CBS, the SOs are posting the transactions of BO in Finacle.  The RD bulk lists of BOs have to be posted by the Accounts Office only and will appear in the teller cash account of SO.  But all the BO accounts are properly mapped with the respective BOs only.

     No specific instances of reduction of TRCA in respect of BPM due to the non-inclusion of SB transactions have been pointed out.  If the Union specifies the instances, the Region concerned will be addressed for their report.

Subject No. 2:

     Drawal Of Officiating Pay and  Allowances in the new  Scale of Pay  wef  01.01.2016  to all  the  GDS Employees  officiating in MTS & Postman Vacancies:
     Consequent on the implementation of the recommendations of 7th pay commission, the pay scale of MTS & postman are also increased w.e.f.  01.01.2016 and all the incumbent officials have been paid with arrears of pay w.e.f. 01.01.2016.
     Since the vacant post of MTS & Postman are also governed by the increased pay scale of 7th pay  commission, the GDS  officials who are working against such vacant departmental  post  in  officiating capacity are also eligible to draw their salary at the revised enhanced  rate of pay scales w.e.f. 01.01.2016.  Accordingly all the GDS employees who are officiating in such departmental posts are eligible to be paid the arrears of their pay and allowances w.e.f. 01.01.2016.
     But those GDS employees officiating in such department posts of MTS and Post Man are even now paid with the old scale of pay of 7th Pay Commission only depriving the benefit of 7th Pay Commission implemented w.e.f. 01.01.2016. This problem remains to be the same in all Divisions of Tamil Nadu circle.
     It is therefore hereby requested to kindly issue suitable instructions to all the Divisional Heads and DDOs in the Circle so as to enable them to sanction and draw the difference of pay and allowance due from 01.01.2016 which could be paid to all the officiating GDS employees. It may also kindly be ensured that the GDS employees officiating as MTS and Post Man, etc. are paid with the revised scale of pay only in all Divisions at least hereafter as per the 7th pay commission alone.
Reply:
     No specific orders have been received from the Directorate on the above subject.  On receipt of orders from Directorate, the same will be communicated.

Subject No. 3:

     Automatic payment of RPLI incentive:

     Since all the Sub Offices are computerized whenever RPLI transactions are feeded up automatically the quantum of incentive due to be paid is generated in the computer. Therefore the concerned Post Master may be authorized to disburse the RPLI incentive automatically through the SB accounts of the concerned GDS employees. Presently the manual preparation of the incentive claim bill is being followed causing much difficulty and delay in payment.

Reply:

     In McCamish software, Incentive/Commission bill can be extracted at Divisional Office level. As the software has some issues Directorate has issued instructions to submit manual bills upto 31.07.2016.
