Sub: Subjects for Bimonthly Meeting

The Subjects for the proposed bimonthly meeting are furnished in duplicate in the annexure.
The following office bearers will attend the meeting.

1)      S/S. R. Swaminathan, Circle Treasurer & Regional Secretary, Swamimalai BO, Kumbakonam Division.
2)      S/S.C. Karunanithi, Vice President, Poolampalayam BO, Karur Division.

It is requested that necessary permission and relief arrangements may be granted to them in time enabling them to attend the bimonthly meeting.

Subjects:
1.      Stopping the irregular recovery of huge amount from the GDS officials due to audit objection reg.

Most of the divisions in Central Region (eg) Virudhachalam, Pattukkottai are implemented heavy amount recovery from TRCA of the GDS officials due to the TRCA reductions in lieu of triennial revision which was taken not in a due period and the same was effected retrospectively without proper intimation to the officials. The recovery procedure is irregular. The kind attention of the PMG(C.R) is that the procedure contained in DG(P) Circular No: 2-16/2017-PAP GOI MOC/DOP Est dn/PAP section dated at New Delhi the 13.10.2017 procedure for wrongful/excess payment recovery was not directly implemented to the official concerned but the detail procedure is given for regularize it. Therefore this union request that the recovery forced by the divisional administrations may kindly be stopped forthwith.
2.      Service Discharge benefits(SDBS) not disbursed to the discharged employees from service reg.

The GDS employees are properly subscribed in the SDBS scheme and the Govt contribution also given to the schemes. But the benefit of the scheme was not properly given to the retired employees. Therefore the discharged GDS are highly suffered to receive their actual benefits. After discharge from service of GDS officials none of the employees are not received this benefits. Suitable action may kindly be taken to the authorities to discharge the benefits properly to the retired GDS officials at the earliest.

3.      Prevailing GDS employees welfare issues torture in RPLI Melas, Maturity grant and delay in confirmation.

It is brought to your kind notice that the frequent RPLI melas are conducted by the IP/ASP and divisions. During the time of meetings the alone officials are highly tortured our members to achieve the high targets fixed by the IP/ASPs. Therefore our members are demotivated to do the business without proper interest. The business tactics followed by the officers are highly demotivate the business among the GDS employees. Show cause notice are also issued to the absentees in the Melas. GDS post regularization are badly delayed due to some administration reason such as PVR, Community verification etc. Thus our employees are loosing  this departmental monetary benefits such as PLB, Leave benefits etc..Regarding Maturity Grant and transfer requests are not forwarded in time by the Divisional administration. Therefore inordinate delay caused to receive this monetary benefits such as Maternity Grant. Most of the divisions not properly sent the transfer applications in time. Therefore GDS officials are highly deprived and meet many problem in the family.
Proper guidance may kindly be issued to the Appropriate Authorities to avoid delay to forward such applications.
