கோட்ட கிளை செயலர்கள் கவனத்திற்கு
கமலேஷ் சந்திரா கமிட்டி அறிக்கையினை அமுல் படுத்திடக்கோரி நமது AIGDSU சங்கம் பல்வேறுகட்ட போராட்டத்தை நடத்தி இறுதியாக 16.08.2017 முதல் 22.08.2017 வரை நடத்திய வெற்றிகரமான வேலை நிறுத்த போராட்டத்தை தொடர்ந்து கடந்த 07.11.2017 அன்று மத்திய நிதித்துறை இணையமைச்சர் திரு.பொன் இராதாகிருஷ்ணன் அவர்களை தமிழ் மாநில செயலர் A இஸ்மாயில் அவர்களும், கன்னியாகுமரி கோட்ட சங்க நிர்வாகிகளும் சந்தித்து GDS தோழர்களின் வாழ்வாதார பிரச்சனைகளை எடுத்துரைத்து, 7வது ஊதியக்குழுவின் பலன்களை மத்திய அரசு ஊழியர்கள் பெற்று ஓராண்டு கழிந்த பின்னரும் GDS ஊழியர்களுக்கு அரசால் அமைக்கப்பட்ட கமிட்டியின் அறிக்கை நிதி அமைச்சக செலவின அனுமதிக்காக நிலுவையில் உள்ளதை அமைச்சரிடம் விளக்கி மகஜர் அளித்ததின் தொடர்ச்சியாக அமைச்சரின் ஆணைப்படி, அவரது தனிச்செயலர் திரு.கணேசன் அவர்களின் தொடர் நடவடிக்கையை தொடர்ந்து 17.11.2017 மற்றும் 20.11.2017 தியாதிகளில் நமது பொதுச்செயலர் தோழர். S S மஹாதேவய்யா அவர்கள் நிதி அமைச்சக அதிகாரிகளுடன் விவாதித்து அதனை தொடர்ந்து 28.11.2017 அன்று மாநில சங்க தலைமை ஆலோசகர் திரு. R ஜான் பிரிட்டோவும், காரைக்குடி கோட்ட சங்க நிர்வாகிகளும் BJP தேசிய செயலர் திரு.H ராஜா அவர்களை சந்தித்து மனு அளித்தனர்.
நமது மாநில சங்க மற்றும் மத்திய சங்க தொடர் முயற்சியின் பலனாக இன்று (15.12.2017) கமிட்டி அறிக்கை நிதி அமைச்சகத்தால் ஒப்புதல் வழங்கப்பட்டுள்ளது. அதற்கான ஆணை அஞ்சல் இலாகாவுக்கு அனுப்பப்பட்டு, இலாகா கமிட்டி அறிக்கையை அமுல் படுத்துவதற்கான குறிப்பாணையை நிதி அமைச்சகத்துக்கு அனுப்பும் நிதி அமைச்சகம் அக்குறிப்பாணையை மத்திய அமைச்சரவை ஒப்புதலுக்கு அனுப்பும், அமைச்சரவை ஒப்புதலுக்குபின் இலாகா கமிட்டி அறிக்கையை அமுல் படுத்தும். இந்த நடவடிக்கைகள் முடிவடைய குறைந்தபட்சம் ஆறுவார காலம் ஆகும். அதையும் விரைவு படுத்திட நமது AIGDSU சங்கம் தொடர்ந்து நடவடிக்கை எடுத்து வருகிறது.
நமது முயற்சியின் பலன்களை விமர்சிக்கின்ற மாற்று சங்கங்களும், NFPE சம்மேளனமும் அறிக்கையின் அமலாக்கத்தை தாமதப்படுத்தும் நோக்குடனும், இலாகா ஊழியர்களின் தீர்க்கப்படாத பிரச்சனைகளை திசை திருப்பிடவும், GDS ஊழியர்களின் கோரிக்கையை முதல் கோரிக்கையாக வைத்து போராட்ட அறிவிப்பினை வெளியிட்டு GDS ஊழியர் இல்லாமல் போராட்டங்கள் நடத்திட முடியாது என்பதை உணர்ந்துள்ள சம்மேளனங்கள் மீண்டும் நம்மை ஏமாற்றும் விதமாக போராட்ட அறிவிப்பினை வெளியிட்டுள்ளார்கள், சங்க அங்கீகார உறுப்பினர் சரிபார்ப்பு இலாகா ஊழியர்களுக்கு இரண்டு வருடங்கள் கழிந்த பின்னரும் அதைப்பற்றி கவலைப்படாத NFPE சம்மேளனம், தற்போது வெளியிட்டுள்ள போராட்ட அறிவிப்பில் GDS ஊழியர் உறுப்பினர் சரிபார்ப்பினை இரண்டாவது கோரிக்கையாக வைத்துள்ளனர். ஆனால் இலாகா ஊழியர்களின் உறுப்பினர் சரிபார்ப்பினை பற்றிய கோரிக்கையை மறந்துவிட்ட சம்மேளனகளின் ஏமாற்று வேலைகளுக்கும், பொய்யான பரப்புரைகளுக்கும் முற்றுப்புள்ளி வைக்கும் விதமாக GDS ஊழியர்களுக்காக உழைத்திடும் ஒரேசங்கமான AIGDSU சங்கத்தில் 100% GDS தோழர்களை உறுப்பினராகி வரும் காலங்களில் நமது கோரிக்கைகளை வென்றெடுத்து நமது வாழ்வாதாரத்தை உயர்த்திட கோட்ட கிளை செயலர்கள் செயல்பட வேண்டும் என மாநில சங்கம் வேண்டுகோள் விடுக்கிறது.

சமூக வலைத்தளங்களில் தவறாக பரப்பப்படும் செய்திகளை உண்மையென கருத வேண்டாம் மாநில சங்கம் வேண்டுகோள்
சமூக வலைத்தளங்களான Whatsapp, Facebook மற்றும் youtube ல் தங்களை விளம்பரப்படுத்திக்கொள்வதற்காக சில தோழர்கள் உண்மைக்கு புறம்பான பொய்யான தகவல்களையும், வதந்திகளையும் (கமலேஷ் சந்திரா கமிட்டி அறிக்கை சம்மந்தமாக) பரப்பி வருகின்றனர்.
கமிட்டி அறிக்கையின் விரைவான அமலாக்கத்திற்கான நடவடிக்கையில் மத்திய சங்கமும், மாநில சங்கமும் முழு முயற்சியுடன் நடவடிக்கை எடுத்து வருகிறது. கடந்த 07.11.2017 அன்று மாநில செயலர் நிதித்துறை இணையமைச்சரை சந்தித்த பின் 17.11.2017, 20.11.2017 தியதிகளில் நமது அகில இந்திய பொதுச்செயலரும், பொருளாளரும் நிதித்துறை உயர் அதிகாரிகளை சந்தித்து நடவடிக்கைகளை விரைவுபடுத்தியுள்ளனர். இலாகாவின் உயர் அதிகாரிகளும் நிதித்துறை அனுமதிக்காக உள்ளனர். தவறான பிரச்சாரங்களை தவிர்த்து உண்மை செய்திகளை Rural Postal Employees, aigdsutamilnadu இணையதளங்களில் பார்த்து தெரிந்து கொள்ளவும். வதந்திகளை நம்ப வேண்டாம்.

Stopping
the irregular recovery of huge amount from the GDS officials due to audit
objection reg.
Most of the divisions
in Central Region (eg) Virudhachalam, Pattukkottai are implemented heavy amount
recovery from TRCA of the GDS officials due to the TRCA reductions in lieu of
triennial revision which was taken not in a due period and the same was effected
retrospectively without proper intimation to the officials. The recovery
procedure is irregular. The kind attention of the PMG(C.R) is that the
procedure contained in DG(P) Circular No: 2-16/2017-PAP GOI MOC/DOP Est dn/PAP
section dated at New Delhi the 13.10.2017 procedure for wrongful/excess payment
recovery was not directly implemented to the official concerned but the detail
procedure is given for regularize it. Therefore this union request that the
recovery forced by the divisional administrations may kindly be stopped
forthwith.
2.
Service
Discharge benefits(SDBS) not disbursed to the discharged employees from service
reg.
The GDS employees are
properly subscribed in the SDBS scheme and the Govt contribution also given to
the schemes. But the benefit of the scheme was not properly given to the
retired employees. Therefore the discharged GDS are highly suffered to receive
their actual benefits. After discharge from service of GDS officials none of
the employees are not received this benefits. Suitable action may kindly be
taken to the authorities to discharge the benefits properly to the retired GDS
officials at the earliest.

Prevailing
GDS employees welfare issues torture in RPLI Melas, Maturity grant and delay in
confirmation.
It is brought to your
kind notice that the frequent RPLI melas are conducted by the IP/ASP and
divisions. During the time of meetings the alone officials are highly tortured
our members to achieve the high targets fixed by the IP/ASPs. Therefore our
members are demotivated to do the business without proper interest. The
business tactics followed by the officers are highly demotivate the business
among the GDS employees. Show cause notice are also issued to the absentees in
the Melas. GDS post regularization are badly delayed due to some administration
reason such as PVR, Community verification etc. Thus our employees are loosing this departmental monetary benefits such as
PLB, Leave benefits etc..Regarding Maturity Grant and transfer requests are not
forwarded in time by the Divisional administration. Therefore inordinate delay
caused to receive this monetary benefits such as Maternity Grant. Most of the
divisions not properly sent the transfer applications in time. Therefore GDS
officials are highly deprived and meet many problem in the family.
Proper guidance may kindly be issued to the
Appropriate Authorities to avoid delay to forward such applications.

கமலேஷ் சந்திரா கமிட்டியின் அறிக்கையை உடனடியாக அமல்படுத்தக் கோரி, மத்திய நிதித் துறை இணையமைச்சர் திரு.பொன் ராதாகிருஷ்ணன் அவர்களை இன்று மாலை அவரது அலுவலகத்தில் வைத்து மாநிலச் செயலாளர் திரு.இஸ்மாயில் ' குமரி மாவட்ட அமைப்புச் செயலாளர்கள் திரு.சுபாஷ், திரு.இசக்கியப்பன், செயற்குழு உறுப்பினர் திரு.கண்ணன், ஆலோசகர் திரு. வைத்தீஸ்வரன் ஆகியோர் இன்று சந்தித்துப் பேசினோம்.
அறிக்கை சம்மந்தமான கோப்புகள் தற்போது, நிதி அமைச்சகத்தின் செலவுகள் பிரிவில் இருப்பதால் அதை உடனடியாக, அனைத்து நடவடிக்கைகளையும் முடித்து அமலாக்க கோரி கோரிக்கை மனுவினை அளிததோம்.
விரைவில் ஆவன செய்வதாக உறுதியளித்தார். பின்னர், கோப்புகளை தனது டெல்லி அலுவலக தனி உதவியாளரிடம் கொடுத்து தேவையான நடவடிக்கைகள் எடுக்க அறிவுறுத்தினார்.
கோட்ட கிளை செயலர்கள் கவனத்திற்கு
கமலேஷ் சந்திரா கமிட்டியின் சாதகமான பரிந்துரைகளை உடனடியாக அமுல் படுத்துவது உள்ளிட்ட ஐந்து அம்ச கோரிக்கைகளை வலியுறுத்தி கோட்ட தலைமையிடங்களில் 10.11.2017 அன்று மாலை நேர ஆர்ப்பாட்டம் நடத்திட மாநில சங்கம் அறைகூவல் விடுத்துள்ளது. நிதி அமைச்சகத்துக்கு அனுமதிக்காக அனுப்பப்பட்டுள்ள அறிக்கையின் நகல் உடனடியாக ஒப்புதலுடன் இலாகாவுக்கு அனுப்பப்பட வேண்டும். நமது ஒன்றுபட்ட போராட்டத்தின் மூலமே கோரிக்கைகளை வென்றெடுக்க முடியும். எனவே கோட்ட கிளை செயலர்கள் விரைந்து செயல்பட்டு மாலை நேர போராட்டத்தை 100 சதவீதம் வெற்றி பெற செய்திட வேண்டும் என மாநில சங்கம் வேண்டுகோள் விடுக்கிறது.

சேம நல நிதியிலிருந்து வழங்கப்படும் திட்டங்கள் குறித்த விளக்கம்
The Guidelines for Grant of Financial Assistance & Grant of Loan under Circle Welfare Fund for GDS has been issued by the Directorate vide lr. No.19-31/2012-WL/Sport dated 02-12-2013.
Important points Instruction:
>All the regularly appointed GDS as on record will become the members under this scheme.
>The GDS will have to fill in an application in prescribed format (Form-I) for joining in the CWFGDS and to submit the same in the Divisional office.
>Leave substitutes & provisionally appointed GDS in leave arrangement are not eligible for the benefits of the Fund.
>@ Rs.20- per month, a lumpsum of Rs.240- will be deducted in the monthly salary of every April.
>From Govt. side @ Rs.100- per year for one GDS will be added to the Fund.
>Applications should be sent through the Divisional Office.
>A Regional level / Circle level committee will decide the sanction of grant / loan
>Every quarterly months all the applications will be persuaded for sanction but not for death relief sanctions.
>Terms & conditions will be applied for sanction of grant / loan.
>Recovery of Rs.120- has been made in the salary of October 2013 for six months (i.e, from October 2013 to March 2014)
>Funds are also has been allotted to the Circles vide Lr. No.19-31/2012-WL/Sport dated 14-10-2013.
CWFGDS has three components for sanction of grant to GDS:
(i) Financial Assistance :
1. Financial Assistance to families of deceased GDSs to meet immediate expenses following death, irrespective of whether death occurs during duty / outside duty hours.
Rs.10,000/-
2. Death due to terrorist activity / dacoity while on duty.
Rs.1,50,000/-
3. Financial assistance in case of death of GDSs due to riots, attack by robbers & terrorists while not on duty.
Rs.12,000/-
4. Financial Assistance in case of death of GDSs while being on duty due to accident
Rs.25,000/-
5.Funeral expenses on death of GDS (payable in cases in which last rites of deceased GDS are performed by brothers or sisters or near relatives in the absence of any other next of kin)
Rs.5,000/-
6. Financial Assistance in case of major surgical operations in ailments, like Cancer, brain hemorrhage, kidney failure / transplant, heart surgery etc,.
Rs.20,000/-
7. Financial Assistance in case of accident of GDS while being on duty requiring hospitalization for more than three days.
Rs.5,000/-
8. Financial Assistance for nutritional diet to GDS suffering from TB (only once for a maximum period of six months, provided the GDS has put in at least six years of service & treatment is taken in Govt. hospital

9. Grant of scholarship under educational schemes to the children of GDS (as per existing terms & conditions)

BA/BSc/BCom/Degree in Fine Arts = Rs.150-pm

10. Incentive for excellence in academic achievement for 10th & 12th class position in Circle/Region
1st Position = Rs.10,000/-
2nd Position =Rs.8,000/-
3rd Position =Rs.7,000/-
4th Position =Rs.6,000/-
5th Position = Rs.5,000/-
11. Scholarship for physically handicapped children of GDS (for maximum 8 years & as per the existing terms & conditions)

12. Maternity Grant to woman GDS
Equivalent to three months TRCA with DA for the birth up to two children only.
13. Financial assistance in case of natural calamities like fire, floods etc.,

(ii) Repayable Loan at 5% rate of Interest :
1. For construction of one room with flush toilet facilities for housing the Branch Post Office
Rs.50,000/-
2. For purchase of Computer / Laptop to encourage computer literacy among the GDS
Rs.20,000/-
3. For purchase of moped / scooter / motor cycle which will also facilitate travel while discharging duty like exchange of BO Bag, visit to Account office etc.,

(iii) One Time Repayment at the Time of Retirement :

அஞ்சல் ஊழியர்களின் முன்னாள் தமிழ் மாநில செயலாளர் தோழர் பாலு என அன்புடன் அழைக்கப்பட்ட தோழர் பாலசுப்ரமணியன் மறைந்த அந்த துயர்மிக்கநாள்கடந்து ஆண்டுகள் இரண்டு ஆகி விட்டன!
மாற்றங்கள் இல்லாத வாழ்க்கை இல்லை. மரணங்கள் இல்லாத உயிரினங்கள் இல்லை. மனிதர்களின் மரணங்கள் ஏற்படுத்தும் வெற்றிடங்களை புதிய பிறப்புகள் சமன் செய்கின்றன. ஆனாலும் சிலரது மரணங்களால் ஏற்படும் வெற்றிடங்கள் சமன் படுத்தப்பட முடிவதில்லை. தோழர் பாலுவின் மறைவும் அப்படிப்பட்ட ஒன்றே. அஞ்சல் ஊழியர்களின் இயக்கத்தில் தோழர் பாலு உருவாக்கிச்சென்ற வெற்றிடம் நிரப்பப்பட முடியாதது என்பதை காலம் நிரூபித்துக்கொண்டிருக்கிறது.
தோழர் பாலு அஞ்சல் ஊழியர் இயக்கத்தில் போராட்ட பரிமாணத்தை செழுமை படுத்தியவர். அவரது 19 ஆண்டு கால மாநில செயலாளர் பணிக் காலத்தில் அஞ்சல் மூன்றின் சங்கம் போர்க்குணமிக்க இயக்கமாக பரிணமித்ததை அவரது விரோதிகள் கூட மறுத்ததில்லை .அஞ்சல் துறையின் அதிகார வர்க்கம் தனது வானளாவிய அதிகாரங்களை பரிட்சித்துபார்க்க அவர் அனுமதித்ததில்லை. அப்படி யாராவது சில அதிகாரிகள் முயற்சியில் ஈடுபட்டால் தோழர் பாலு தலைமையில் எழுச்சிபெறும் தமிழக அஞ்சல் ஊழியர்களின் தீரமிக்க தொடர் போராட்டங்கள் அவர்களுக்கு புதிய நிர்வாக பாடத்தை கற்றுத்தரும். அப்படி கற்றுக்கொண்ட அதிகாரிகள் ஏராளம்.
தனது திறமைகளால் பிற அமைப்புகளை தனக்கு ஆதரவாக்கி தோழர் பாலுவை தனிமைப்படுத்துவதில் வெற்றிகொண்ட உயரதிகாரிகளும் , தனியொரு அமைப்பாக நின்று போராடிய தோழர் பாலுவின் துணிவான போட்டத்தின் முன் தோற்றப்போன நிகழ்வுகள் அஞ்சல் ஊழியர் இயக்க வறலாற்றின் ஒளிரும் அத்தியாயங்களாக அவரது பெருமையை பேசிக்கொண்டிருக்கின்றன. அவரை வீழ்த்த அதிகார வர்க்கமும் ,எதிரிகளும் மேற்கொண்ட இடைவிடாத தொடர் முயற்சிகள் அவரது கடும் தொழிற்சங்க பணியில் கரைந்துபோயின.
தோழர் பாலுவிடம் நெருங்கி பழகும் வாய்ப்புகள் பெற்றவர்களுக்கு தெரியும் அவரது மனதின் அன்பும் தோழமையும். தன்னை நம்பி நட்புடன் பழகுபவர்களை அவர் முழுமையாக நம்புவார். தொழிற்சங்க தோழர்களுக்கு அவரது இல்லம் ஒரு அன்பாலயம். அணைக்கப்படாத சமையல் அடுப்பை அவர் வீட்டில் மட்டுமே பார்க்கமுடியும்.
