1.      Drawal Of Officiating Pay and Allowances in the new Scale of Pay wef 01.01.2016 to all the GOS Employees officiating m MTS & Postman Vacancies:
Consequent on the implementation of the recommendations of 7th pay commission, the pay scale of MTS & postman are also increased w.e.f. 01.01.2016 and all the incumbent officials have been paid with arrears of pay w.e.f. 01.01.2016.
Since the vacant post of MTS & Postman are also governed by the increased pay scale of 7th pay commission, the GDS officials who are working against such vacant departmental post in officiating capacity are also eligible to draw their salary at the revised enhanced rate of pay scales w.e.f. 01.01.2016. Accordingly all the GDS employees who are officiating in such departmental posts are eligible to be paid the arrears of their pay and allowances w.e.f. 01.01.2016.
But those GDS employees officiating in such department posts of MTS and Post Man are even now .paid with the old scale of pay of 7th Pay Commission only depriving the benefit of 7th Pay Commission implemented w.e.f. 01.01.2016. This problem remains to be the same in all Divisions of Tamil Nadu circle.
It is therefore hereby requested to kindly issue suitable instructions to all the Divisional Heads and DDOs in the Circle so as to enable them to sanction and draw the difference of pay and allowance due from 01.01.2016 which could be paid to all the officiating GDS employees. It may also kindly be ensured that the GDS employees officiating as MTS and Post Man, etc. are paid with the revised scale of pay only in all Divisions at least hereafter as per the 7th pay commission alone.
This Subject had already been discussed in the last four monthly meeting, however the matter is not yet been settled and no order is issued for granting the enhance pay for the officiating arrangements.
2.Unjust recovery of TRCA from GDS officials in Pudukkottai Division and PLB recovery in connection with over payment made in Kancheepuram Division.
During the four monthly meeting which is held on 30.08.2016 the subject relating to unjust recovery of TRCA from GDS officials in Pudukkottai Division (Central Region) and it was assured by the CPMG all the cases will be reviewed by the PMG, Central region and finalized early. In Pudukkottai Division this matter was discussed with the divisional superintendent as well as the PMG in the Bi Monthly meeting and the recovery was effected to the official with retrospective effect without considering the assurance given by the PMG, Central Region. This issue is not yet settled only in this division. Therefore the recovery made with retrospective effect may perhaps be stopped and suitable instruction may kindly be given to the Divisional Superintendent to stop recovery forth with.
In Kancheepuram Division comes under CCR refund of recovered amount of excess paid PLB for the year 2006-2007 which was recovered from the GDS officials at the time of their discharge from service is also forth with be stopped as per the assurance given in the earlier four monthly meeting.
Due to the revision of ceiling of TRCA from Rs.2500/- to Rs.3,500/- for calculation of PLB, Bonus was drawn and paid to the GDS official taking into account the ceiling amount as Rs.3500/-. Later it was informed that the revised ceiling was not applicable to the GDS due to the audit objection raised and then recovered the paid amount from the GDS official those who discharged from engagement. Hence refund of recovered amount from the discharged GDS official in his PLB also required.
3.AUTOMATIC PAYMENT OF RPLI INCENTIVE
Since all the Sub Offices are computerized whenever RPLI transactions are feeded up automatically the quantum of incentive due to be paid is generated in the computer. Therefore the concerned Post Master may be authorized to disburse the RPLI incentive automatically through the SB accounts of the concerned GDS employees. Presently the manual preparation of the incentive claim bill is being followed causing much difficulty and delay in payment.
From the last Three years a large number of RPLI manually prepared bills are not paid to the GDS official with the reason that inadequate sufficient funds. This matter was already discussed with the division level as well as the region level and the same reason is noted for nonpayment of bills. The procurement of RPLI business is much heavy in day to day and the incentive fund allotment is very low. Therefore this problem araised in the whole circle. Hence sufficient incentive fund may kindly be granted to pay all the incentive bills to the GDS official at the earliest date.
