1) Arbitrary reduction
of TRCA for GDS employees with retrospective effect in central region.
A mass scale reduction of TRCA has been
ordered in divisions like vriddhachalam, cuddalore, pudukkottai etc with
retrospective effect, resulting huge amount of recovery of already paid TRCA.
This is quite against to the orders of the department. The orders of the
department have been misinterpreted by the divisional heads. Protection of TRCA
is provided in the rules for one year in respect of GDS BPMs and reduction of
TRCA for them could be ordered only after the expiry of period of protection.
Likewise reduction of TRCA could be ordered for other GDS employees only with
the prospective dates and not with the retrospective date. This rule position
has not been properly studied by the respective divisional heads. It is
therefore requested to kind stop such retrospective reduction ordered for a
good number of GDS officials in all the above said divisions and the recovered
amount may me refunded to the GDS employees concerned immediately.
2) Grant of financial
assistant towards the flood relief for GDS officials working in the costal
divisions in central region.
The GDS officials working in the coastal
divisions like cuddalore, Vriddhachalam, Nagappattinam, Mayiladuthurai,
Pattukkottai etc are badly affected due to the frequent cyclonic rain. For
instance, the cyclonic rain showered in December 2015, can be cited. The
department disbursed flood relief materials to all the affected departmental
employees baring the affected GDS employees unearned. Similarly, in the recent
cyclonic rain in may 2016 also, the GDS officials have been greatly affected by
floods.
It is therefore requested to kindly
disburse financial assistance to all the flood affected GDS employees in the
above mentioned coastal divisions at the rate of Rs.5000/- from circle welfare
fund in addition to Rupees.2000/- from the circle benevolent fund as already
ordered by the department and the affected GDS employees may be financially
helped.
3) Non implementations
of the recommendations of Sri.Chauhan committee in true spirit in the matter of
awarding penalties to GDS employees.
The recommendations of Sri.Chauhan
committee introducing revised penalty schedule for the GDS were approved by the
government as well as the department. Accordingly the revised penalty schedule
was ordered to take effect from 14.01.2015. As per the revised penalty orders,
the GDS employees have been blessed with two more additional penalties to be
awarded, saving them from discourteous removal/dismissal etc., for their day to
day lapses of any kind. These additional penalties have been introduced to show
leniency in the interest of the suffering GDS only. But the disciplinary
authorities are not acting by realizing the very purpose of introducing those
additional penalties. Even for menial offence, the GDS employees are
mercilessly awarded with grave penalty of removal/dismissal even after the
department has empowered them to act leniently. The situation remains the same
in all divisions under central region. Hence it is requested that the said
revised penalty schedule may be implemented in true spirit by giving an
opportunity to the offended GDS employees to learn a lesson and to correct
themselves in future carrier, instead of sending them out of employment.
