1.      Unjust recovery of TRCA  from GDS Officials in Cuddalore,Vriddhachalam,Pudukottai  and Thanjavur  Divisions.
2.      Filling up of unfilled vacancies of Postman in Chennai City Region among the Circle level merit list.
New  Subjects:
1.      Request to stop operation of revised SB order issued and cause to stop unjust reduction of TRCA  for GDS  BPMs  in TamilNadu Circle.
Recently  one revised  SB  order  has been issued and implemented in all divisions of our Circle.
This  revised  order  has laid down  a bar to accept bulk RD deposit in branch offices by GDS BPMs .
Further  GDS  BPMs  are not permitted  to accept cash transactions of  SB/RD  exceeding  rupees 25,000/- (Twenty  Five Thousand ) And, Instead  they have to received  only  cheques  on  such occasions.  The  bulk  RD deposits  relating to  BO accounts have been diverted  to Sub offices as there is no software provisions in Branch offices .
When the GDS BPMs are harassed  to open more number of RD accounts by fixing  targets , it si quit and unscientific in debarring them to accept RD bulk deposits in branch offices.  Due to hasty implementation of this  revised SB order  issued  recently, there happens  to be drastic fall  in the workload of all GDS BPMs  in the Circle. By making use of this unfortunate downfall  in workload situation, the divisional heads are taking up the review of TRCA for the BPMs and reducing the TRCA of the BPMs in a mass scale without  application of mind and mercy.  As result of such reduction in TRCA,  the GDS BMs are hard hit below their belt  level.
It is therefore requested to kindly stop  or  defer the implementation  of the said revised SB  order till such time an alternate decision is arrived in a bilateral discussion with this circle union and  status  quo  be ordered  in the TRCA of the affected GDS BPMs  immediately.

2.Drawall Of Officiating Pay and  Allowances in the new  Scale of Pay  wef  01.01.2016  to all  the  GDS Employees  officiating in MTS, & Postman Vaccancies.
Consequent  on the implementation of the recommendations  of 7th pay commission, the pay scale of MTS & postman are also increased wef  01.01.2016 and all the incumbent officials have been paid with arrears of pay wef 01.01.2016.
Since the vacant psot   of MTS  & postman are also governed by the increased pay scale of 7th pay  commission, the GDS  officials who are working against such vacant departmental  post  in  officiating capacity are also eligible to draw their salary at the revised enhanced  rate of pay scales wef 01.01.2016.  Accordingly all the GDS  employees who are officiating  in such departmental  posts  are eligible to be paid  the arrears of their pay and allowances wef 01.01.2016.
But those GDS employees officiating in such department posts of MTS and Post Man are even now paid with the old scale of pay of 7th Pay Commission only depriving the benefit of 7th Pay Commission implemented wef, 01.01.2016. This problem remains to be the same in all divisions of Tamil Nadu circle.
It is therefore hereby requested to kindly issue suitable instructions to all the divisional heads and DDOs in the circle so as to enable them to sanction and draw the difference of pay and allowance due from 01.01.2016 which could be paid to all the officiating GDS employees. It may also kindly be ensured that the GDS employees officiating as MTS and Post Man etc.. are paid with the revised scale of pay only in all divisions at least hereafter as per the 7th pay commission alone.

3.AUTOMATIC PAYMENT OF RPLI INCENTIVE


Since all the Sub Offices are computerized whenever RPLI transactions are feeded up automatically the quantum of incentive due to be paid is generated in the computer. Therefore the concerned Post Master may be authorized to disburse the RPLI incentive automatically through the SB accounts of the concerned GDS employees. Presently the manual preparation of the incentive claim bill is being followed causing much difficulty and delay in payment.

 "In our considered view, it is fallacious to determine artificial parameters to deny fruits of labour. 

An employee engaged for the same work, cannot be paid less than another, who performs the same duties and responsibilities. Certainly not, in a welfare state. Such an action besides being demeaning, strikes at the very foundation of human dignity," the bench said.
 

The bench said the principle had been expounded through a large number of judgments rendered by theapex court and and constitutes law declared by the Supreme Court.
 "Any one, who is compelled to work at a lesser wage, does not do so voluntarily. He does so, to provide food and shelter to his family, at the cost of his self respect and dignity, at the cost of his self worth, and at the cost of his integrity. For he knows, that his dependents would suffer immensely, if he does not accept the lesser wage," Justice Khehar, who wrote the judgement, said. "

Any act, of paying less wages, as compared to others similarly situate, constitutes an act of exploitative enslavement, emerging out of a domineering position. Undoubtedly, the action is oppressive, suppressive and coercive, as it compels involuntary subjugation," he said.

The court passed the verdict on a bunch of petition filed by tempoary employee working for state of Punjab seeking wage parity with regular employee. They approached the apex court after Punjab and Haryana High Court held that temporary employees were not entitled to the minimum of the regular pay-scale, merely for reason, that the activities carried on by them and the regular employees were similar.

Setting aside the HC order, the apex court held that the principle of equal pay for equal work must be followed in the country as India was a signatory of International Covenant on Economic, Social and Cultural Rights. "India is a signatory to the covenant, having ratified the same on April 10, 1979. There is no escape from the above obligation, in view of different provisions of the Constitution and in view of the law declared by this court under Article 141 of the Constitution of India, the principle of 'equal pay for equal work' constitutes a clear and unambiguous right and is vested in every employee - whether engaged on regular or temporary basis,"it said.

25.10.2016, 26.10.2016 இரு நாட்கள் வேலை நிறுத்த போராட்டத்தை வெற்றிகரமாக்கிட கோட்ட கிளைசிச்செயலர்கள் விரைந்து செயல்படுவீர். இன்று 19.10.2016 இலாகாவின் அழைப்பு படி பொதுச்செயலரும் டில்லி மாநில செயலரும் திரு.S S மஹாதேவய்யா Member(P) and DDG (Estt) உடன் சந்திப்பு.

Department called meeting today with AIGDSU regarding Bonus ceiling of 7,000 for GDS. Sri A.K. Das Ji, Member (P) & Sri Shailendra Dashora, DDG(Estt) was Present in the meeting. Union side Com. S.S. Mahadevaiah, General Secretary and Com. Surender Pal Singh, Delhi Circle Secretary attended the meeting. Department requested to call up for proposed strike. Department recommended positively to the Finance department, Hon'ble Minister of State Communication also return/recommend letter to Hon'ble Finance Minister.  

We stated that the unnecessary delay and discrimination is happening to GDS issues Bonus ceiling already more than 45 days completed. Still order not issued.  Further we requested early settlements for bonus orders issue.  CHQ early will give reply to the appeal letter the to department. 

CHQ is requesting all GDS leaders and well wishers to Organise 25-26th October 2016 strike  successfully.

CHQ Congratulate one and all who participated from 19 circles in today’s Dharna. From Morning 8:30, people started gathering at Dak Bhavan with slogans. At 10:30 the rally started towards Jantr-Mantr. Meanwhile, security person took the delegation to the Member (P), Shri A.K.Das and headed by S.S.Mahadevaiah, Genral Secretary, Com. M.Rajangam, President, CHQ and Com. Mahendra Pratap Singh, Vice President CHQ and Circle Secretary MP, Member(P) assured the delegation to  early clearance from expenditure department in Finance Ministry, After that, Delegation met advisor India Postal Payment Bank. Shri M.S. Ramanujan.

In Jantr-Mantr, Dharna was held. Most of circle representative leaders addressed the rally. One more delegation submitted to Prime Minister of India. In Delegation headed by Com.Rajendra Prasad Singh Working President, Com. C.B.Tiwari AGS & Circle Secretary, Vijay Sharma circle secretary Haryana Circle.
 
The Dharna went on for more than 6-7 hours. More than 2000 thousand GDS Employees & Well Wishers attended the Dharna.

General Secretary conveyed sincere thanks to Media Persons Leaders and Members & Co-operation for Successful Dharna

Finally Rally unanimously decided to, if bonus issue is not settled before 25th – 26th Oct. 2-days  All India Strike will be held. All are requested to motivate for Good Strike.

MAKE ONE DAY DHARNA PROGRAMME ON 14/10/2016 AT DAK BHAWAN NEW DELHI

RICT Roll-out has been successful today at Mayaganahalli BO a/w Sugganahalli SO under Channapatna Division. Pls find some photographs of this event.

As a pilot phase Department of Post has started using solar powered, biometric hand-held devices in rural post office with connectivity along with the application software in selected circles viz. Bihar, UP and Rajasthan. This move was the outcome of Rural ICT project declared by the Government of India.

Following re the important features or benefits of Hand-held device supplied to Branch Post Offices.

1. Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated

2. Instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.

3. Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.

4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.

5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes

6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc

We strongly oppose the injustice done to GDS who are responsible for production in postal department.

GDS have every right to PLB bonus including enhanced ceiling of ₹7000/-. We are forced to STOP work till bonus at par departmental staff is ordered. 


Hold protest demonstrations every where. Seriously considering industrial action Remind you of 1996 bonus struggle. History repeats; now Strike/struggle for ₹7000/- ceiling. End discriminations and ill-treatment to GDS.
